There is a new envelope to assist the FSC/ISM/Purser with collecting and accounting for all required arrival documents into the U.S. The checklist on the outside of the envelope indicates what paperwork is required.

When does this become effective?
March 2013

Where is it boarded?
Inside the documentation bag.

What flights will use this new envelope?
All international flights arriving into the United States

What is the procedure for the FSC/ISM/Purser?
Take an envelope from the documentation bag. Ensure the following documents are placed in the envelope for the agent meeting the flight:

  • General Declaration (required)
  • Inbound liquor paperwork (required)
  • Duty free ending inventory printout (required)
  • Cargo paperwork (not applicable on all flights)

Once aircraft door opens. give the envelope to the agent meeting the flight.

The agent meeting the flight verifies the documents are placed in the envelope and delivers the required paperwork to CBP (Customs and Border Protection).

  • You are required to hand UMNR paperwork to the agent separately. Do not place it in the envelope.
  • Submit all flight attendant or safety reports to a supervisor at your base.

Do not use the documentation bag to store miscellaneous paperwork such as IBS, IPR and IFR. The only paperwork that should remain in the Documentation bag at the conclusion of a flight is what was initially boarded.
