Waiving Report Time (Automatic Waiver of Report Time)

When a Flight Attendant(s) arrive late on an inbound flight, in order to insure that proper rest is received and to curtail delays in the departure of the Flight Attendant’s next out bound flight:

The company may reduce the report time by up to fifteen (15) minutes.  If necessary, when the hotel van transportation cannot be rescheduled, the Flight Attendant(s) are authorized to use cab or limousine transportation at company expense.

Flight Attendants receive pay and flight time credit as if they went on duty at their scheduled report time.

Of late, we have received a number of reports from Flight Attendants that indicate there may be some confusion with scheduling personnel as to how this provision applies.   When waiving your report time, your actual report time is changed or rescheduled automatically.  It is, in fact, delayed by fifteen minutes.  This is not just a “paper exercise”.  This is an actual rescheduling action that delays your report time to ensure you have an adequate rest period.

The following chart summarizes the actual check-in time for each aircraft type based on the December 19, 2012 Letter of Agreement between the company and AFA.   These provisions became effective in March 2013 and amended the language in Section 7.I.1.a. & b. of our Contract.  In addition, these examples assume Flight Attendants are working in and working out. (If deadheading either way, the examples provided do not apply.)

Automatic Waiver of Report Time
At a layover point where your inbound arrives late, a waiver of up to 15 minutes of report time is permitted if the additional time is needed to assure your legal rest (Section 7-i-2-a-(1)). This waiver is applied automatically. The procedure operates like this:

When your flight arrives late at layover, determine whether your minimum 9 (field)  or 11 (downtown) hour rest will still be satisfied when reporting at the regular check-in time for your next outbound. If so, report as usual.

If, however, the late arrival means a minimum legal rest would require you to shorten your normal briefing time by up to 15 minutes, do so.

You should always plan a legal 9 hour rest-layover when your place of lodging is within approximately 15 minutes from the airport (field) or an 11 hour rest when the place of layover lodging provided is more than approximately 15 minutes from the airport (downtown).  If any further arrangements are necessary, your crew will be advised.

Finally, if your flight does arrive late and you are not sure about the need for an up to 15 minute report waiver, call the crew desk (OPBSK).

When hotel van transportation cannot be rescheduled, you are authorized to use cab or limousine transportation at company expense.  (Be sure to obtain a receipt.)

Canadian Application of the Waiver of Report Time
Application of the waiver of up to 15 minutes for layovers in Canadian cities will be applied as follows: 

The Company may waive fifteen (15) minutes of the report time as provided for in Sections 7.I.2.a.(1). and 7.I.2.b.

Application of these waivers for layovers in Canadian cities, when necessary to assure your legal rest, must also consider the Customs clearance requirements at both, the termination of duty upon arrival into Canada and the requirement to pre-clear customs at the commencement of duty prior to departure from Canada.
