Arming/Disarming All-Call for for A319s, A320s and B767s

For the remainder of 2002, United is testing a new procedure that requires Pursers working A319, A320, and B767 airplanes to initiate a departure and arrival all-call (via the cabin interphone) to confirm the arming/disarming of all aircraft doors.

This procedure will be required on all airplanes beginning in 2003.

Here's the procedure, as outlined in the Nov 15-30 Purser Briefing Packet:

  1. The purser should brief cabin and cockpit crews of the departure and arrival all call procedure.
  2. On departure, as the loading bridge begins to move away from the airplane, the purser will announce, "Flight attendants arm doors for departure and prepare for the departure all call."
  3. On arrival, as the loading bridge begins to move towards the airplane, the purser will announce, "Flight attendants disarm doors for arrival and prepare for the arrival all call."
  4. On arrival, the purser will turn on threshold lights and disarm his/her door(s) as appropriate.
  5. The purser will then initiate an all call via the cabin interphone, and state, "This is the purser, door 1L and 1R are armed/disarmed," then call on each door in the following order: Door 2L, Door 2R. (**Note: this test is only for the A319/320 and B767 equipment.)
  6. The flight attendant responsible for each of these doors will respond that the door has been armed/disarmed.
  7. The departure and arrival all call is not expected to take much time and should not interfere with other duties or customer handling.

Well, that's that.  Here doth lie something strange; Point #7, which states, "The departure and arrival all call is not expected to take much time and should not interfere with other duties or customer handling."

According to the Briefing Packet, the major reason for this new procedure is because "inadvertent slide deployments pose a serious safety risk to our employees and can cost hundreds of thousands of dollars per year."  Now read Point #7 again.

If I understand this correctly, this important new arming/disarming all-call procedure should not interfere with customer handling?  Or other duties?
