On Jan. 5, 2004, DHS will implement a new program that enhances the United States' entry and exit system by effectively verifying the identity of those who are required to have a visa to enter the United States, including all crewmembers holding a C1/D visa. This program is intended to confirm compliance with visa and immigration policies. Travel information and biometric identifiers will
be collected from visa holders to assist the border officer in making admissibility decisions.

The entry/arrival process will remain the same. The U. S. Customs and Border Protection Officer will ask specific questions regarding the visa holder's stay in the U.S. As part of the enhanced procedures, visa holders will be required to have their two index fingerprints scanned by an inkless device and have a digital photograph taken. If index fingerprints cannot be obtained, other fingers will be used to obtain the prints. All data and information will be used to assist the border inspector in determining whether to admit the traveler. Refusing to complete the fingerprint and photograph process will result in being denied access into the United States.

At this time, the current exit process from the United States continues to be the same. The DHS will introduce a new exit process at a future date.  A future Onboard Updates will contain exit process information as it becomes available.

Effective Jan. 5, 2004, upon arrival into the  United States, all C1/D visa holders will continue to proceed through dedicated crew lanes as normal and have their index fingerprints and photograph taken by U. S. Customs and Border Protection Officer.
