Reserve Trading Procedures Changed

Remember back in February, 2000, when our Union and Onboard Service agreed to implement a reserve trade test period, during which trade requests from domestic reserves would not be denied solely based on concerns over 24-in-7 legalities?

Well, Onboard Service just ended that test period, as they decided to return to their previous manner of processing reserve trades.

Therefore, beginning August 1, Onboard Service will no longer allow reserves to trade into up to 9 days of availability.   Reserves will be forced to only trade into a maximum of 6 days of availability.

According to the DEAR-AFA tape, this decision was made without AFA’s consent and was done in response to the filing of "our lawsuit regarding union representation."  The tape mentions that MEC Officers scheduled a conference call in June to resolve the matter, but UAL management canceled the call.

However, according to the July 23 Onboard Updates released by Onboard Service, the reserve trading procedures were changed because:

Crew Operations and Labor Relations have determined from the test that an excessive number of reserve days are being released.

What's going on here?  This reason directly contradicts the DEAR-AFA as to the reason for the elimination of the 9 day trade option.
