Contrary to popular belief, there is no F.A.R. or United policy requiring passengers to raise their window shades before takeoff and prior to landing. The exception, of course, are the windows at exit seats or windows on aircraft doors next to jumpseats (like the Airbus 1LR and 2LR),
So as it stands, if 35A wants to have his window shade closed during landing, there is no United policy prohibiting this.
Not too sure about IQ level of this policy (or lack thereof). In an crash landing and/or evacuation, I'd want every window shade already open so as to easily access outside conditions as clearly as possible.
